Argos, a criminal gang seeks vengeance on detective Kang Ki-beom (Choi Jin-hyuk) through the brutal slaying of his family. When he disturbs them in the act they turn on him and remove his eyes to prevent him from identifying them. He wakes up in the hospital to find he is accused of murder. He is soon offered a lifeline by the National Intelligence Service (NIS) to join an elite squad named Rugal to hunt them down.
